### Summary
**About the Position:**
This position is with the Army Contracting Commandat McAlester Army Ammunition Plant, McAlester, Oklahoma.
The U.S. Army Contracting Command was established on March 14, 2008. The mission of the Army Contracting Command is to oversee more than $85 billion in contracts annually and focus on maintaining and improving the Army's ability to respond globally in support of the warfighter's needs.
This position will be filled on a permanent basis.

### Responsibilities
* Responsible for the full range of preaward and/or postaward functions for a variety of supply, service, and/or construction contracts for several activities within an organizational component or in a geographical area.
* Develops solicitations and awards fixed-price contracts involving sealed bidding procedures.
* Applies knowledge of a large number of diverse commodities, services, and organizations to provide requirements, statements assistance in the development of specification of work and data requirements.
* Performs all contract close out actions necessary prior to final payment.
* Determines the appropriate method of acquisition, either sealed bidding or negotiation, and the proper type of contract, e.g., firm fixed-price with special provisions (price adjustments, price re-determinations, etc.) or cost reimbursement.
* These duties are described at the full performance level of GS-11. The duties at the GS-09 level are developmental leading to such performance.

* This position has been designated as non-critical sensitive as defined in DoD 5200.2-R, and requires you to possess, or obtain and maintain for the duration of employment, a secret security clearance.
* This position requires you to submit a Financial Disclosure Statement (OGE-450) upon entering the position and annually, in accordance to DoD Directive 5500-7-R-, Joint Ethics Regulation, dated 23 March 2006.
* This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II in Acquisition Career Field Contracting within 24 months of entrance on duty.
### Qualifications
**Who May Apply: US Citizens**
In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. **Basic Requirement for Contract Specialist:**
**Degree:** Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)
** OR**
** Exemption:**You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
**In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:**
**Specialized Experience GS-09:** One year of specialized experience which includes Reviewing requisitions to determine that proper specifications or purchase descriptions are included in solicitation documents; Assisting with resolving questions of specifications, classifications of terms, or acceptance of substitute items; Performing detailed analysis of bids or proposals received; Evaluating bids or proposals for compliance with specifications or purchase descriptions or applicable clauses; Assisting in preparing contract modifications. . This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
**OR**
**Education:** Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].
**OR**
**Combination of Education and Experience:** A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
**Specialized Experience GS-11:** One year of specialized experience which includes Evaluating the responsibility of the contractor's performance; Performing detailed analysis of bids or proposals received; Applying cost and price procedures/techniques to evaluate bids or offers; Prepare pre- and post-award procurement actions to include, creating procurement and solicitation packages for contracts; Determine contractor's progress and expenditures against negotiated times/estimates; Perform negotiations to modify contracts per command's requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
**OR**
**Education:**Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].
**OR**
**Combination of Education and Experience:**A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
