### Summary
The Human Resources Assistant (Recruitment & Placement/OA) supports and augments the work of the HR Specialists; performs a variety of HR assignments in support of recruitment, selection, and placement activities such as providing a variety of HR information and assistance to applicants and employees; such as application information on the Health Care System's vacancies; providing benefit assistance and information; and perform other general and HR administrative support duties.

### Responsibilities
**The Human Resources Assistant (Recruitment & Placement/OA) performs the following duties:**
Receives visitors and provides application information.
Screens visitors to obtain the pertinent facts: ascertains the reason for the visit and, asks questions to obtain the visitors' education, work and/or military experience, etc.
Explains eligibility requirements for various types of hiring authorities such as VEOA, status, reinstatement.; and basic OPM and VA qualifications and credentialing requirements based on visitor's background for Title 38, Hybrid Title 38 and Title V positions/posted vacancies.
Receives and reviews applications for vacancies.
Reviews applications for required documents such as DD 214, OF 306, civil service preference letter, college transcripts, supplemental questionnaires, etc.; missing work experiences' dates and hours worked; references, license and/or certificates; and, missing signatures.
Provides a variety of benefits information and assistance.
Provides information on Thrift Savings Plan (TSP), health insurance and life insurance.
Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc.
Performs other administrative and clerical duties in support of HRMS.
**Work Schedule:** Monday - Friday, 8:00 am - 4:30 pm

**Physical Requirements:** The work is primarily sedentary. The employee is required to obtain records from files and carry files, manuals, and other light objects. The work is performed in an office setting.
**Promotion Potential:** The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

### Qualifications
**To qualify for this position,** applicants must meet all requirements by the closing date of this announcement.
**GS-06 grade level:** One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
**Specialized Experience for GS-06:**You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: answering inquiries from candidates regarding vacancy announcements; responding to inquiries or providing information to visitors and employees on issues such as pay, incentives, retirement, hours of work, health and life insurance benefits, Thrift Savings Plan (TSP), etc.
**Specialized Experience for GS-07:**You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: answering inquiries from candidates regarding vacancy announcements; responding to inquiries or providing information to visitors and employees on issues such as pay, incentives, retirement, hours of work, health and life insurance benefits, Thrift Savings Plan (TSP), etc.; posting vacancy announcements in USA Staffing; reviewing applications and making qualification determinations; processing actions in HR Smart.
**There is no educational substitution at the GS-6 and GS-7 grade level.**
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
