**About the Position:**
This position is with the Army Contracting Command at McAlester Army Ammunition Plant, McAlester, Oklahoma.
The U.S. Army Contracting Command was established on March 14, 2008. The mission of the Army Contracting Command is to oversee more than $85 billion in contracts annually and focus on maintaining and improving the Army's ability to respond globally in support of the warfighter's needs.
This position will be filled on a permanent basis.

### Responsibilities
* Performing a full range of pre-award procurement actions that are well-defined.
* Analyzing procurement requirements and recommending necessary revisions to requesting activities to clarify requirements.
* Establishing and negotiating bilateral agreements with companies on clause certifications to allow purchases on credit cards.
* Preparing written requests for quotes (RFQ's), sealed bid, and requests for proposal (RFP).
* Reconciling invoice statements with orders and documents file.
* Negotiating procurement actions with contractors and requestor.
* These duties are described at the full performance level of 9. The duties at the 7 and 8 levels are developmental leading to such performance.

* This position has been designated as non-critical sensitive as defined in DoD 5200.2-R, and requires you to possess, or obtain and maintain for the duration of employment, a secret security clearance.
* This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level I in Acquisition Career Field Contracting within 24 months of entrance on duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. **Specialized Experience for GS 7:** One year of specialized experience which includes: Assisting in the procurement of services and/or materials; Assisting with reconciling invoice statements on orders received; Utilizing automated data processing equipment to prepare procurement documents and/or communicating with customers; Preparing detailed purchase orders using standard operating procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
**Specialized Experience GS-08:**One year of specialized experience which includes: Assisting in the procurement of services and/or materials; Assisting with reconciling invoice statements on orders received; Utilizing automated data processing equipment to prepare procurement documents and/or communicating with customers; Verifying completeness of submitted purchase orders; Preparing detailed purchase orders using standard operating procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
**Specialized Experience for GS 09:** One year of specialized experience which includes: Determining how the requirement will be purchased and advise customers on the status of the purchase; Negotiating and awarding bilateral purchase orders for services such as time and materials, labor hours, or estimated quantity purchase orders; Resolving complex problems (e.g. quotes or work statements) with contractor's orders; Verifying completeness of submitted purchase orders; Reviewing procurement source to ensure that it meets the command's requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
